ALDA collects personal data based on its threefold mission: education, research and service. ALDA considers the protection of personal privacy important and wants to do its best to comply with the rules that guarantee a safe, controlled and confidential use of this website. Below we explain which personal data we collect, why we do this, how long we keep them, what your privacy rights are and how you can exercise them.
2. What is the purpose of the website?
The website for this project is designed to inform users about the project and its results, to give users access to the developed courses, to inform users about upcoming and past training events and to collect research-related data on the topics.
3. Who is the data controller?

The European Association for Local Democracy, abbreviated ALDA, is the brand name under which the non-profit-making organisation ALDA operates.
4. What personal data do we process?
Data from website users
We process the following personal data of website users: identification data (e.g. name, e-mail address, user name, password, etc.) and information about their learning process in the courses on the website. We also use cookies. You can read more about this in our cookie policy.
Data of persons participating in practice-based research
Personal data in the context of research can take very different forms. It can be information collected directly from subjects (e.g. their opinions, etc.) or information obtained from other sources (e.g. information available to the government). These data are collected, managed and updated by the researchers.
5. On what grounds do we process personal data?
The legal basis for processing our research data is contractual obligation (cookies to enable use of website) or consent (for example, when you as an interested website visitor agree to have your email address used to receive our newsletters). In some cases, the legal basis lies in a legal obligation (mandatory reporting by the university college to the government) or in the public interest (research that fits in with the priority policy of the government or that is carried out to optimise the quality of certain educational programmes).
6. For what purpose and for how long do we use personal data?
Data from website users
We use information about website users to send you our newsletter or to enable you to use our website. You can find more information about the latter in our cookie policy.
Research data
Researchers collect, analyse and manage personal data that are necessary for practice-based scientific research. This data is kept for as long as is necessary for the research. Depending on the nature of the research, this retention period can be up to 20 years.
7. How do we protect personal data?
The number of ALDA staff who have access to personal data is limited. Employees of ALDA only have access to personal data where they need this information to properly perform their task.
We use technical measures to protect the personal data against unauthorised access, unauthorised use, loss or theft such as a strong password, firewalls, antivirus, back-up, etc.
For practice-based scientific research, the researchers call upon the ALDA ethics committees. These committees perform a risk analysis before starting the research. Depending on the results of this risk analysis, the researcher ensures appropriate security measures.
8. What are your privacy rights and how can you exercise them?
To exercise any of the rights set out below, please send a message using the contact form. However, these rights are subject to conditions, as a result of which ALDA may not always be able to respond to your query.
Right of inspection
You have the right to obtain a decision from ALDA as to whether or not it processes your personal data and, if it does, to gain access to that personal data.
Right to rectification
If your personal data is incorrect, you have the right to have it rectified.
Right to erasure (“right to be forgotten”)
You have the right to have your personal data ‘erased’ from ALDA without unreasonable delay in the following cases:
• When your data is no longer needed for the purposes for which it was collected or processed; or
• When you withdraw your consent and there is no other legal basis for the processing; or
• When you object to the processing and there are no overriding legitimate grounds for processing; or
• When your data has been unlawfully processed; or
• When your data must be deleted due to a legal obligation.
Right to withdraw consent
You always have the right to withdraw your given consent. It is not possible to withdraw your consent retroactively.
Right to restriction of processing
You have the right to obtain a restriction of the processing of your data from ALDA:
• During the period necessary for ALDA to verify the accuracy of your data in the event of a dispute; or
• Where the data processing is unlawful and you request restriction of processing rather than deletion of the personal data; or
• When ALDA no longer needs your data, but you need the data for a legal claim; or
• During the period ALDA needs to assess the existence of grounds for the erasure of the personal data.
Right to object
You always have the right to object to the processing of your data for reasons relating to your specific situation.
Right to data portability
You have the right to obtain the data you have provided to ALDA in a structured, commonly used and machine-readable form. You have the right to transfer this data to another data controller if the processing is based on your consent or a contract and if the processing is carried out automatically.
Right to lodge a complaint
The university college invites you to contact it directly if you have any complaints about the use of your personal data. Complaints about the use of your personal data are welcome via the contact form of the privacy team. In addition, you have the right to lodge a complaint about the processing of your data with the National Commission for Information Technology and Civil Liberties (CNIL).
